USA Rugby men's pathway moves to U19 ahead of December 2026 Winter Camps
USA Rugby will move its men’s XV pathway from U18 to U19 for the 2027 cycle, with Winter Camps beginning in December 2026.

USA Rugby is changing its men’s age-grade pathway for 2027, with the Men’s U18 XV program set to operate as USA U19 as part of a closer alignment between the national pathway and high school rugby in the United States.

Players competing in USA Youth & High School Rugby during the 2026–27 season will be eligible for U19 selection. Players who are still U19 age-eligible but have already moved into college will form the foundation of the USA Men’s U20 program.

The first announced identification and development opportunities for the new cycle arrive in December, with High Performance Winter Camps in Georgia and California and a Central Talent ID Day in Illinois.

What USA Rugby Changed

New Men’s Head of Player Systems and Development JD Stephenson is working with Men’s Eagles Head Coach and General Manager Scott Lawrence and Men’s Sevens Head Coach Zack Test on the revised pathway.

USA Rugby says the objective is to connect high school rugby more closely with the national system and build a pathway that reflects the geography, school structure, competitions and development environment of the American game.

USA Youth & High School Rugby is part of that alignment, with high school programs and competitions helping USA Rugby identify players across the country.

For the 2027 cycle, players competing in USA Youth & High School Rugby during the 2026–27 season will be eligible for the U19 program. U19-age-eligible players who have already moved into college will instead form the foundation of the Men’s U20 program.

There is one important exception: Men’s U18 Sevens is not changing. The U18 Sevens program will remain in place for the annual Global Youth Sevens competition in New Zealand.

The October 2 announcement concerns the men’s pathway. USA Rugby did not announce a corresponding change to the women’s pathway.

December 2026: The Next Pathway Opportunities

USA Rugby says its annual High Performance Winter Camps will provide the first announced opportunities for Talent ID, selection and development ahead of the 2027 U19 cycle.

The Central Talent ID Day will be held in partnership with the Chicago Hounds.

USA Rugby says coaches will assess players across physical, technical and tactical areas. In practical terms, that can include physical development and rugby skills alongside game understanding and decision-making.

Coaches will also establish individual development plan goals to support player progression, making development — not only selection — part of the December process.

USA Rugby says the camps will kick-start the 2027 U19 cycle.

How Does A Player Get Considered?

Players who are not currently in the USA Junior National Team Player Pool and want to be considered for the USA Rugby Pathways program can submit the official Player Identification Form.

Submitting the form does not guarantee selection or a place at a Winter Camp. It gives players outside the existing Junior National Team Player Pool a way to put themselves forward for consideration.

What Has USA Rugby Not Announced Yet?

Several practical details remain unanswered for players and parents.

USA Rugby’s October 2 announcement does not specify a separate registration process for the East and West Winter Camps, whether attendance is by invitation, or what participation may cost.

The announcement also does not provide a specific date-of-birth cutoff. USA Rugby instead states that players currently playing USA Youth & High School Rugby during the 2026–27 season will be eligible for U19 selection, while players who are still U19 age-eligible but are now in college will form the foundation of the U20 program.

The announcement does not specifically address players who are outside the USA Youth & High School Rugby structure, including how eligibility would apply to a high-school-age player competing exclusively in another environment.

RFC will update its pathway coverage when USA Rugby publishes additional eligibility, registration or selection information.

Where Do National Development Programs Fit?

National Development Programs remain part of the wider player-development landscape, providing additional coaching, competition and development opportunities alongside a player’s regular rugby environment.

They should not be viewed as a mandatory step every athlete must complete before being considered for the USA Rugby pathway.
